Why hasn’t gravel bin been replaced

Sue Daniel writes in an email received on August 29: Further to the comments by Observer on toilets, potholes, lights etc being offloaded by WDC, I also would like to add something.
Where I live in Etchingwood Lane, it comes under the parish of Framfield. The road runs past my house then dips down and then steeply back up the other side of the valley. It is an alternative route to Uckfield from Buxted A272 when there is trouble on the A272.
There is also a bend and a camber. When the road is icy cars regularly get stuck and slide.
My point is there used to be a gravel box to help cars that are stuck but about a year ago it disappeared.
I contacted the local parish council who reported this disappearance and its need to be reinstated and Highways said ‘they are not putting gravel boxes in new locations’.
My point is it never was a new location, it’s just a replacement, and to date it has not been done.
Come the winter it will be chaos once again on this back road between Buxted and Uckfield. The parish council haven’t taken any action either.
I despair that basic amenities are being eroded at the expense of lives.
